All India Panchayat Parishad

ALL INDIA PANCHAYAT PARISHAD

Governance from the Ground.

The All India Panchayat Parishad (AIPP) is a government-recognized autonomous apex federation of Panchayati Raj Institutions, established in 1958 with a visionary mandate to empower grassroots democracy and strengthen rural self-governance across India.

Born from a historic conference held in Giridih, Bihar, under the guidance of distinguished leaders including Shri Balwant Rai Mehta, Lok Nayak Jai Prakash Narayan, and Shri Gulzari Lal Nanda, AIPP has remained steadfastly committed to addressing the multifaceted socio-economic challenges confronting rural communities. Shri Balwant Rai Mehta, elected as its first President, laid the foundation for institutional excellence and visionary leadership.

AIPP works with unwavering dedication to promote decentralized governance, ensuring that local issues pertaining to agriculture, health, education, natural resource management, and unemployment are resolved effectively through empowered Panchayati Raj Institutions. The organization played a pivotal role in championing the landmark 73rd Constitutional Amendment Act (1992), which conferred constitutional status upon Panchayats, and subsequently contributed to the establishment of the dedicated Ministry of Panchayati Raj in 2003—realizing the transformative vision of Mahatma Gandhi that had endured for generations.

Our organization remains steadfast in advocating for the constitutional rights and financial autonomy of Panchayats, catalyzing awareness and building institutional capacity at the grassroots level. Through strategic conferences, policy dialogues, capacity-building programs, and collaborative partnerships with leaders and institutions nationwide, AIPP serves as a vital bridge connecting rural India with national policymakers and development frameworks.

The headquarters of AIPP is situated at Khasra No. 368, Panchayat Dham, Mayur Vihar Phase-1, Delhi – 110091, encompassing a dedicated campus of 7.5 acres designed for development, dialogue, and democratic empowerment of village institutions.

At AIPP, we are guided by a fundamental conviction: authentic democracy is rooted in the village—and we remain unwaveringly committed to ensuring that every voice resonates and every village is genuinely empowered to chart its own course.
